Thomas Albert, MD, FACS, founded Plastic Surgery Services of Fredericksburg with the aim of establishing a leading-edge facility through which he could provide patients with his unique brand of naturally balanced aesthetics. Prior to his retirement in April 2008, Dr. Albert hand-selected several distinguished surgeons to join the practice: in 1991 Howard Heppe, MD, and in 1993 Harold Bautista, MD. Along with Pejman Aflaki, MD, their combined technical experience and artistic flair help carry on Dr. Albert’s work of making Plastic Surgery Services of Fredericksburg one of the most sought-after cosmetic surgery centers in Virginia.

Howard Heppe, MD, FACS, received his undergraduate degree with honors from the University of Virginia before earning his medical degree there as well in 1983. After medical school, Dr. Heppe completed his plastic surgery residency at Georgetown University Medical Center, and his surgical internship and residency at Loyola University Medical Center. In addition to working with some of the leaders in plastic surgery at Georgetown, Dr. Heppe received artistic training in drawing and aesthetic analysis. When not furthering his education or working at Plastic Surgery Services of Fredericksburg, Dr. Heppe devotes much of his time to charitable work and the education of others. He has traveled to Latin America on charity missions, has given numerous presentations at conferences throughout the country, been published in a number of medical publications and has served as an instructor at Georgetown University and Howard University Medical Centers.
Dr. Heppe is a Fellow of the American College of Surgeons, an active member of the American Society of Plastic Surgeons and a Diplomate of the National Board of Medical Examiners. He has surgical privileges at Mary Washington Hospital.
Harold Bautista, MD, FACS, received his bachelor’s degree graduating magna cum laude from Iona College, and earned his medical degree from New York Medical College in 1986. Following medical school, Dr. Bautista completed his general and plastic surgery residencies at Nassau County Medical Center under the instruction of Long Island Plastic Surgery, Inc., the largest plastic surgery group in the United States. While working with the 12-surgeon group, Dr. Bautista gained extensive experience in aesthetic surgery. He maintains surgical privileges at Mary Washington Hospital.
Dr. Bautista is a Fellow of the American College of Surgeons, an active member of the American Society of Plastic Surgeons, as well as a member of several local and national societies and associations. He recently passed a recertification exam given by the American Board of Plastic Surgery, giving him the highest rating, “instructor potential,” in advanced cardiac life support.
Pejman Aflaki, MD, is board certified by the American Board of Plastic Surgery and the American Board of Surgery. He completed his general surgery residency training at the Mount Sinai St. Luke’s-Roosevelt Hospital Center in New York City as well as a plastic surgery fellowship program at Johns Hopkins Hospital. An award-winning plastic surgeon, Dr. Aflaki has published his work in plastic surgery journals and presented his research at local and national conferences. His particular areas of interest include breast reconstruction, reconstructive and cosmetic procedures of the face and mommy makeover.
